Federalism and the New International Health Regulations

Abstract

The International Health Regulations 2005 potentially represents a quantum leap in international public health governance. But whether the new international rules also represent a quantum leap in protecting people from existing and emerging health risks will depend in large part on how effectively the rules are implemented within the borders of each State Party. Intergovernmental arrangements and timely responses of the federal authorities can enhance the prospects of managing crisis situation timely and effectively. The paper critically examines the issue and points out the gap.
